Question on splitting Step Sequencer clip

I have a drum track composed of step sequencer clips. I'd like to split one of the clips and edit just the second half in the step sequencer. Envelope Offset - what are users using it for..? Whats its purpose?

Once or twice I (today especially) I have seen irradic mix behaviour as a result of inadvertently having it on. Can anyone demonstrate what this feature is useful for? From my point of view its like an automatic screw everything up button.... I already have one of those=-)..
