MIDI Imports not playing well with VSTs

I'm working on various school projects.  Music is composed in Finale 2011b.  I save the file as MIDI (type 01).

I open Sonar X1a.  I import the MIDI file.

The correct number of tracks show up.

I insert soft synths - (for example, we'll use Omnisphere).
A MIDI track and audio track pop up with the Omnisphere interface.
So far, so good.

Using my keyboard, I audition Omnisphere until I find the instrument I want.  Sounds good.

I move the appropriate MIDI track (from the original file) down to Omnishpere's MIDI track.

X1 plays it, but at an incredibly low volume.  Nothing I can come up with will raise the volume...
Not the audio track's vol. envelope.  Not the audio's fader.  Nothing on Omnisphere.

It has also failed with X1's S-I Strings, Drums, Session Drummer, PLAY...

BUT... sometimes it works.  It's inconsistent.

For example, I had 2 instances of PLAY open\running\working, but the 3rd had the problem.

Now, and this might help.  Going back to PLAY if I touch volume settings in PLAY, while the track is playing, the track
will burst to regular volume.... and on the next playthrough, that same track will revert to near silence.

I have a sneaking suspicion that this has to do with the way Finale encodes the MIDI files,
as I don't have this issue when I record IN Sonar.

    Look, its along story to tell, you may have controller events(like volume) recorded or embedded in your tracks,the easy way to go in Sonar and do what you want:
    1- select all
    2- edit select by filter
    3- in the filter windows mark all except notes and click OK
    4- now press delete in the main Sonar window
