MIDI clip not responding to any velocity changes whatsoever

Opened a multi-track MIDI file in Sonar (8.5 PE) earlier tonight and tried to change the velocity on some notes in the lead instrument track.  Can't seem to get it to respond.  This is the first time this has ever happened - all other MIDI files [and all other tracks within this particular MIDI file] respond fine.  So it's just this one clip/track.  I've tried right-clicking the notes (in PRV) and adjusting; I've tried drawing in velocity levels in the Controller Pane; I've tried doing Process>Scale Velocity; I've switched to different soft synths (Dim Pro, FM8, others), but something is keeping me from accessing that parameter.  I can change pitch and duration and placement just fine, and can delete and add notes fine.  I do notice that when I do add notes in this particular "problem track", the new notes display the same "fixed velocity" behavior, so there's something flakey about this clip.

I think I read something once about checking "assignments" somewhere, to make sure velocity changes were set to affect the correct "target" parameter or something.  Does anyone know where to look for that?

    sounds odd.  try copying the MIDI data to a new track and see what happens.

    I would look at what midi channel the data is on.

    No match, no hit when processing.
