Midi clock timing issues

Hey everybody. I have a project that has a tempo of 102. I set the project up to send out midi clock so the DAW is the clock master. My external devices (Eventide pedals, Virus TI2) are set as slaves and all read 109 bpm instead of 102. When I use a separate external hardware device as a clock master and set it at 102 I get everything rock solid at 102. I can change the clock master up to 120 bpm and everything clocks in correctly so I know that all devices are properly slaved.

Has anyone else seen this type of timing skew?
