Midi latency during recording, latency stays until I press play.

With my current project I get MIDI latency when I record.
When i stop recording the latency is still there until I listen to the track and the latency is gone.

CPU usage is not high at all either.
About 10-14%

DAW:-SONAR 8PE
GEAR:-

    Lower your sound card. I dont see one listed. I hope its not an onboard one or the alesis usb mixer. Because those may have bad drivers and you wont be able to get low enough latency.

    Try lowering your ASIO buffer to 32, 64 or 96 or WDM slider so its under 5msecs. What ever driver mode your using.

    I'm using a relatively unknown sound card called a Infrasonic Quartet.

    I have been having issues with the drivers since I bought it as I will get constant CPU usage if I use any drivers from the Infrasonic site other than the ones which came with the card due to IRQ conflict when using any drivers from the website.

    I was told to disable the USB controller or upgrade my OS as apparently the sound card has issues with certain Motherboards.

    If it had issues with certain Motherboard i don't know why the old drivers which came with my sound card don't give me IRQ issues.

    The latency appears to be linked to the project i am working on.
    I opened up a new Project and Added a track with Dimension Pro and it's working fine.

    So maybe it's an effect on another track or something along those lines causing the latency?

    I can rule out other MIDI tracks causing the latency as the other tracks are using wav and mp3 audio besides one MIDI track which is frozen.
    The vocals is the only track which has effects linked to it.
    Sonitus Reverb, LP64 Multiband, Vintage Channeler and Fab Filter Timeless Delay.

    Looks like a process of elimination to find the culprit and why.

    Found the source of the issue but why.
    I have dropped the tempo of the track from 92bpm to 82bpm right at the start of the section I am working.
    For some reason it causes latency.
    I removed the tempo change and set it back to 92 and now I have no latency.

    Why would a tempo change cause latency with the MIDI controller?
