Misbehaving pointer

I am using Sonar X-1 Producer Expanded.
In Staff view; 
When I click on the time line at any point before measure 16.1 all notes from my "point of click" thru measure 16.1 are selected and the mouse jumps to 16.1.  If I Click any point beyond measure 16.1 the pointer behaves normally.
This is occuring in multiple files and only in Staff view.
I deleted Aud.ini and TTSSEQ.ini, as well as my picture cache.  No change.
This is a new behavior glitch.
Any ideas?

    Update:
    pointer is not snapping to a particular measure, rather the pointer snaps to the center of the staff view window and selects everything from where ever I click through the center of the screen. 
    For example;  if I scroll the staff view so that I can see measures 54 thru 71 and click at measure 59.1.0, all notes from 59.1.0 thru 63.1.0 (which is the geographic center of my time line) are selected.  If I click on any point between 63.1.0 and 71.1.0 the pointer will move the now time normally.

    I've seen some very odd behavior in PRV with lasso since the latest update.  it's not exactly what you're describing, but it's very frustrating.  If I close sonar and restart it, the problem goes away for a while, then returns, then I have to close and restart sonar again, etc.

    Yes it is frustrating.  Things like this do pop up from time to time.
    I have been a Cakewalk user since it was a MIDI only program and these things are not rare.
    The only work around I have found is to only open 1 track at a time in Staff view and only work in the Right 1/2 of the staff pane.  Otherwise all notes in all displayed staves are selected.
    I am wondering if there is an ini file somewhere I can look at.  I have checked all of the usual suspects and have found nothing that looks like the culprit.
