I am going to go out on a limb and say you may not be looking in the right place. If you are on the top menu "Process > Apply Effect", that is not the right spot. That provides some basic functions, but is not where your effects are. There are many ways to insert effects, but we'll try this route. - Highlight (1 left click) the FX Bin in either the track view, console view or the inspector on the track you want to use the effect.
- Now Right Click and scroll to Audio FX. They should all be listed in various sub folders.
What do you think is missing from that list? Keep in mind you cannot put Audio FX on Midi Channels, or Midi Plugins on Audio Channels. They won't even show up as an option. In other words, if you are in a Midi Track and trying to find an Audio Effect, you won't find it.
Don't fix it in the mix ... Fix it in the take! Also, as you're running the 64bit version, you won't have any of the 32bit DX plugs.

I've had a simular issue in 8.5 where random plug-ins (only effects though) would be "not found" or "not properly installed." If they're Cakewalk effects, the only thing that helped me was installing them again. You might have to install X1 again (but you won't loose anything), or you could just run a custom install and only install the effects. If they're 3rd party effects, try installing them again. That's worked for me in the past. It's probably worth pointing out that i have a 32 bit system - so it wasn't a problem trying to run 32 bit plugins on a 64 bit system.

I'm not sure how Essential is bundled so I can't really comment on something like X-Gear? S.Wallis likely has the best suggestion. That would be a 3rd party plugin so maybe try re-installing it. When all else fails, call Cakewalk support and see what they have to say.
