When you want to add a send,
Right click on the Send for the track you are messing with,
It should create a seperate Bus for you
On the Bus, Insert your (lets say) Reverb and adjust as needed,
REMOVE all the DRY signals so its just WET
If there are other tracks that will use the same settings on that effect, you can right click on the send section for that track and you will see the option to send it to your new FX Bus.
On each track in the send portion you have adjustments for the amount of volume for that track being sent to the FX bus
I like to solo the FX bus once I have multiple track sent to it to adjust each tracks send volume as needed so one doesnt over power others.
Once thats done, un-solo and you can adjust the amount of the Effect from the FX bus without effecting the volume of the tracks.
This is kinda the way I use it
You will just have to experiment and find what works for your methods.
