SONAR/Cakewalk is pretty smart about mixing mono and stereo effects. Basically, it's able to automatically switch between interleaves as needed, even if there are both mono and stereo effects in the chain.
The results can be unexpected, however, e.g. losing a ping-pong delay when followed by a mono amp sim. Not all plugins are as smart as CbB; if a vendor offers mono and stereo versions of a given effect, use the appropriate one to avoid surprises.
As a general rule, to use stereo effects on a mono track, just set the track interleave to stereo even though the data is mono.
Also remember that if a stereo effect is followed by a mono effect, the internal signal will effectively be mono at the output of the latter. So, for example, if you use a mono amp sim and want to hear a stereo ping-pong echo, make sure the amp sim comes first.
All else is in doubt, so this is the truth I cling to.
