Mouse wheel granularity

Is there a config option somewhere to set the granularity of a mouse wheel move on a widget?  ie if i am on a know that has a range from 0-100 and i move the mouse wheel one notch it goes from 5-10 for example and i would like to change it to 5-6 on a single notch.

    Holding down the shift key while moving mouse/wheel increases the level of precision(moves slower) and may be what you are looking for.
