I'm sure this has to be easy. I want to select all tracks and move them back let's say so the song starts sooner. Sometimes they won't move? I'm sure this is basic editing but don't know how to accomplish.

Den, here's a tried and true method below. This assumes you have some measures to move back to. If not, you can add measures, and then move them back.
Let's say your song begins on measure 16. In "select the whole track" speak, that's 15 1.
Let's say you want to start your song on measure 8, and you have nothing going on between measure 1 and measure 16.
1. Click on any track so it's highlighted, then press Control A (you'll select all the tracks).
2. Go to the Edit menu, pick Select By Time.
3. Enter a Start Time of 16 1, the End Time can be way out there (it's generally auto-filled for the end of the song).
4. Now do a Control Alt C (Copy Special). Copy what you want, including markers and events (your audio/midi).
5. Control Alt V (Paste Special). Pick the starting track as Track 1. Pick the starting time as 1 1. Check markers if you want to paste markers as well as your events. Click OK.
Result: you've moved your entire song back 8 measures.
Granted, there are different ways to achieve your original problem statement. The above method is one of several.
However, the above method is a great one to know, I use it all the time, because it applies for any surgical moves, cutting sections, pasting in repeats of choruses at different parths of the song. It's copy, cut, paste - special style (and with select by time surgically selecting exactly what start and end points you want to target for the copy).
Also, you can follow the same concept if you only want to cut, copy, or move certain kinds of tracks. You don't have to use Control A (select all), if you just want to copy a bass part from the first chorus to the second chorus. You just select your bass track(s), and do the same steps in that case.
