New (re)Install - Pointer Constantly Cycling

I just reinstalled Cakewalk after setting up a new computer.
 
When I open a Cakewalk SONAR project (either a new or old one) the mouse pointer is blinking between being a pointer and the "circle".  The same kind of circle that appears when things are loading.  I can click on things, like the menu, but something is clearly wrong.  When I click on the menu, (for example, Edit...Preferences) the blinking temporarily stops, but when I go back to the main interface the blinking comes back.  The Prochannel EQ graphs are also blinking.
