Welcome to the forum.
Since the LE versions are givaways, usually with some type of hardware, you can't upgrade from 1 LE to another and get a price break.
You should be able to get a deal on an upgrade to X1 Essentials, Studio or Producer.
You can add effects with 6.2 LE. If what you want doidn't come with the program, there are millions of VST effects and synths available on the internet, some for free.
You can't really correct flat/sharp audio notes, though. You'd need a program like Melodyne or Autotune for that. Or the Afforementioned X1 with V-Vocal.
You can chop up clips into smaller clips and move them around in 6.2 to correct timing errors.
You can EQ bad noises out, to an extent.
I suggest you give it a try with the gear you have. It should provide plenty of tracks for your live recording and overdubs unless you plan on recording an orchestra.
