I found the following link for the driver, in case you needed it downloaded again for some reason:
http://www.m-audio.com/support/download/drivers/delta-6.0.8 It seems to me that if Windows volume control is affecting the volume of your interface, that you may be running with your Windows Default Audio Device set to your Delta, while also trying to use it in Sonar.
I myself do not ever set my audio interface to be the default audio device for Windows - don't know if it applies to your situation - just thought I would mention it, as I have had conflicts in the past when I have tried running in that fashion.
In Sonar, what driver mode are you running with? (Preferences>Audio>Playback and Recording) - I would suggest you use a driver mode of ASIO in Sonar, and also that you have Windows use some other audio drivers than your interface. I have never had good results when using WDM drivers instead of ASIO ones.
