OK with Platinum 2014.04 early release build 34 this reproduces fairly easily for me.  I have a project from last year, with a bunch of MIDI clips (from EzKeys and Kontakt).  I open it up and double click on any of the MIDI clips in the middle of the first track and the PRV opens, while opening it flashes and re-orients itself (perhaps where the bug occurs).  And at that point the keys and the lanes are no longer aligned.  I've made a GIF video of it, you can see when I open the PRV and move the mouse the lanes don't line up with where the visible key name is being displayed.  You can also see some of the dark rows don't match up with the dark keys/etc.  I stripped all the instruments and plugins from this project and it still reproduces in 2014.04 build 34 for me every time (a rarity with this bug).  I've put the stripped down project in a zip on my Google Drive:

I'm guessing no one else can reproduce this bug with my project file?  Which wouldn't be a compete surprise.  I do think 2017.04 build 34 has made this easier to make happen though.  Which means it may actually be a new variant of this bug.  Good news is that it continues to happen for me with the project file linked above.  I'd be happy to provide pretty much anything if it would help Cakewalk fix this.
