OS requirements

Hello,
 
I saw the promotion videos on the net and i am very interested in the vs 20
 
I want to buy it and use it with a new netbook.  This netbook comes with windows 7 starter. I saw in the specs that W7 home premium is required. Do i really have to buy W7 home premium as well to get things working on the netbook? Or is it just a matter of a few dll's or other stuff  that i can download later? 
 
Can i install the software on 2 computers the same time : the netbook (for mobile purposes) and my dedicated music pc at home?
