Odd noises and stuff

I finally had to go back to XP and X1. Not completely sure if the issue is X2 or my presonus firebox.
 
With X2, regardless if I'm using XP or Win7, there's tons of noise and when I play it sounds like my guitar is grossly out of tune, which of course it isn't.
 
When I start X2 I get a message saying that all of my inputs are unvailable or being used by another application, disable or use anyway. Whichever I choose I can only select an input that doesn't even exist. There's nothing else that can be using them as that box is used for recording only. Just Sonar and various plugins are installed on it.
 
I switch back to XP and X1 everything works fine, but X2 is still a little buggy with the noise and all.
 
I'm about to built a monster of a recording PC, but I'd like to try and get to bottom of the issue before hand. Anyone have any ideas what the problems could be?
