Old MIDI project needs to sync to tempo

I say old, it's not that old, it was done in X1 and has all the data but for some reason it has no correlation to the tempo.
IOW I see the tempo set at 175 bpm and the project is actually around 100.
It's only a 60 second piece and I need to make it over 2 min and add another section to it. 
Is there anyway to make this work or do I have to start from scratch?

EDIT: after looking at this more I know for a fact it was initially set to the tempo and somehow got off
