Once again,I found the problem!!!!

the volume increases on the parts where I recorded my vocals over the backround and than decreases when Im not recording and the background is just playing

    Sounds like the background track is getting recorded onto your vocal track while you're recording the vocal - Soundblaster card? Turn off 'What U Hear' in your recording properties. Not Soundblaster card? Let us know & we'll try & figure it out.

    Control panel - sounds & audio devices, or right click on the loudspeaker icon usually bottom right of your screen.

    OK - right click on the little loudspeaker icon, click 'open volume control' - 'options' - 'properties' - 'recording' - tell me what you see there.

    What happens when you click on one of the items listed, or is it like a mixer, with sliders? Click on any button called 'advanced' or 'properties' and tell us what is there.

    OK, so make sure that the only input box checked is the one you're using to record your mic - presumably 'microphone'. Un-check anything else.

    Also, as a double check to see if we're on the right lines here - open your project and play back JUST the track with the vocals on, mute any other tracks - what do you hear? Is the instrumental there as well as the vocal?

    ok I did that, and yes when I mute the instrumental all I hear is the vocal but it still gets louder

    OK, I'm lost now....you're saying there's just the vocal on the vocal track but parts of the vocal get louder here and there? Or what?
