Whatever hardware is available today is basically "obsolete" and the next "latest and greatest" is already on the way. But I would say if you need (or want) a new PC go for it now. But, my recommendation to my clients is to buy "overkill" or "buy as much as your pocketbook can stand". If I were going to buy a PC with an Intel CPU I would only consider the I7, and a minimum of 8 GB of RAM, especially to run the 64 bit version of Sonar.
I notice you say "PCI". PCI interface is on the way out and some new PC's do not even have a PCI slot, they are all PCIe slots - either PCIeX16 (for Video) or PCIeX1 for other cards.
Although there are not very many USB 3.0 devices, I would only consider a PC that has USB 3.0 ports (or at least some 3.0).
