Panning issue

Hi all.  I saw a different panning issue on the forum and it got very messy so I'll keep this as simple as i can.
OK... its sonar X2.
I have a project which includes some buses.  I noticed that none of the tracks can pan, they are stuck on centre. The knobs move of ok but the sound comes out both monitors.  I usually use the pan control on the track and leave the bus pan knob on centre which has always worked in the past.
In case it might be a bus or send problem, I opened one of my earlier "save as" versions of the song which has no bus or sends and the problem is there too.  So I guess its not a bus or send issue.
There are no effects on the tracks yet, not even EQ. 
I then opened a different project altogether and the pan works fine.  This tells me that it is not a problem with some setting in Sonar but solely with this particular project.   Any ideas guys what i might try?  Thanks all.
