Panning problem

Recently track 4 on every session is panned to the right and stuck there. It's flickering and it will not allow me to move it all to the left. Any ideas? It's very frustrating. Thanks.

    One thing I can think of is maybe you have a surface controller is sending spurious pan (CC10) signals to Sonar.  I have a Edirol PCR-800 which has a faulty pan controller that, if enabled, does send spurious MIDI Data.

    The way I tested this is I created a MIDI track in a new project and set it to record MIDI from the PCR-800 to see if any MIDI data was being received.  Sure enough, the PCR-800 was sending out spurious pan data.  I had to disable that slider on the PCR-800.

    That is possible one thing to check.

    Windows 10 64bit fully patched, 16 gig ram . 
    PCR-800 Controller.  (Working in Win 10 1809 64bit)
    CPU: i5 4670. 
    Video: Nvidia GTX560ti (latest drivers).
    Audio IF: Focusrite 2i2 2nd Gen

    Internet always on.

    Software
    : Cakewalk by Bandlab (2018.09 B29)
    ASIO mode. 24bit 48khz 256 samples

    Also, make sure that you don't have an automation node in those tracks keeping it panned. This can happen if you hit "take snapshot" or if you selected pan automation from the drop down menu in the track.
