Panup for Mayor, Burgermeister, etc

Seriously man - thank you so much for the Yellowstone 3 for X1C.  This is great. Running X1C without the mod freaked me out as I am SO used to Yellowstone on X1 and almost totally forgot it was a mod until it was gone.

    I'm not sure Cake has any legal footing here.  What is the difference between a mod and a plugin?  Nobody is redistributing anything...my neighbor is a patent lawyer.  It might cost me big $$ to ask such a question,  but what the heck.

    OK  i asked my neighbor about this.  She gave me a bunch legal mumbojumbo.  She made a good case for both sides of the issue.  Not sure what's right or wrong about this...glad I'm a musician
