Pasting is automatically blending even though...

Hello, I am cutting and pasting a clip in an area where there is another clip (midi data) and usually I am used to it asking me everytime if I want to Blend or Replace.  For some reason this stopped yet in preferences it is checked to "ask every time".   Anyone got any ideas?

    Well it looks like I have to do a PASTE SPECIAL but that is annoying! I want to use CTRL-V and still get the prompt box.

    CTRL - ALT - V brings up the dialogue box.
