Permanently disable "Smart Grid" in snap settings?

Permanently disable "Smart Grid" in snap settings?

I know how to disable "Smart Grid" in the snap settings, but it seems to switch itself back on after I have turned snap off-and-on again (or close/open a project).
 
I'd like to disable it and leave it disabled until I specifically request that it be enabled.  Seems like this should be possible...in the middle of a session now so looking for a quickie answer.

    1. Unlock the screenset.
    2. Turn off the Smart Grid.
    3. Re-lock the screenset.
    4. Save the project.

    And also load and resave your main project template with the SmartGrid option turned off, so it will stay off even when you start a new project with the template.
