Plug in manager cannot enabled or disable any plugins since update to 2017.01

I updated Platinum from 2016.12 to 2017.01 and its the best update for me so far, finally no crashes.
 
Until last night I open plugin manager to disable some plugins I no longer use.
 
To my surprise I find all my plugins active and inactive are now showing up in the active list, every one.
The inactive lists are empty.
I cannot enable or disable any plugins. The ones that show up in the FX insert list are the ones that were active at the time of the update.
 
After spending most of the morning on the Cakwalk FB user group.
I ended up doing a system restore to right before I updated Sonar.
This put Sonar back to 2016.12 update.
 
Good news is the plugin manager works just fine.
Active and inactive lists are now correct again and I can enabled or disable any plugin.
 
So now I created a new restore point, then updated to 2017.01 again and the plugin manager is broken.
So this time I just rolled back Sonar using command center to 2016.12 and plugin manager is working again.
 
So I guess I am stuck with 2016.12 until Cakewalk fixes this. So much for rolling updates.
