Plugins Scan acting Strange

I had Plugin Scan set to run the scan when I open the project. After I installed new plugin, I had problems locating it, so I checked "Rescan failed plugins". Apparently I must of have failed plugins, because the scanner would scan, tell me 49 plugins were found, and then start scan again. I got tired of all this scanning and unchecked both checkmarks in Plugins manager. Now, when I open a project, it does not scan. It just says, "Scan completed. 50 plugins were found". About 5 to 10 minutes in to work time, it says the same thing again. Well- if it does not scan- why would it say, "Scan completed, " and more than once?
 
P.S- the Plugin in question appears on the list in the manager but not on a main list. I was asking several times- nobody helped me to make it available on main list yet. My thread about it on 2nd page. Thank you.
