Plugins recycling

Hi Guys:
Recently SPLAT has started recycling any plugins I add to a project even though the "Recycle Plugins" box is unchecked in Preferences.  If I check it, then add a plugin, then uncheck it, it acts fine; but when I open a new project it starts recycling again.
 
Any thoughts on now to fix this?

    From the Help file:
     
    Note: Plug-in window recycling is disabled when loading projects, which ensures that projects open with all previously open windows.
     
    Are you saying it's not acting like this?
     
    Locked screensets my also affect plugin visibility, irrespective of the recycle setting

    In the past every project kept every plugin open until I close the GUI.  Now when I open a plugin, as soon as I open another the first GUI closes.  I looked and "Recycle Plugins" isn't checked.
