Pro Tools Can Do It - Can it Be Done in Sonar?

Has anyone tried to do a stutter vocal effect in Sonar.

    Yes you can. Firstly you can use v-vocal or one of the time stretch algos to do the vox editing. For stuttering fx I didn't sit through the whole video you posted but it can very easily be done either by dBlue's free Glitch plugin or by applying either a compressor or gate and sidechaing it.

    Sadly very reduced studio equipment as it is... ASUS G750J, 8 gb RAM, Win8, Roland Quad Capture.

    As has been pointed out - there are many ways (Matrix, Slice/Cut Tool, etc).
     
    But if you don't mind spending a few bucks, check out Native Instruments "The Finger".
