To move tracks, it helps if they aren't maximally minimized.
You can select all tracks and ctrl expand or use auto zoom (using shift Z to toggle Auto Zoom) and drag any non selected track larger.
The hotspot for moving tracks is between the number on the left and the lane expansion icons or over the track icon itself.
The small track icon is to the right of the track number and IS visible when the track is completely minimized. This is also a hotspot for moving the track, but there are no visual cues.
When the track is maximally minimized, the mouse pointer on my screen does NOT turn into the helpful icon to indicate that it is in position to select and move the track you are hovering over. This mouse pointer only shows itself on tracks which are somewhat expanded, and then only around the area of the larger track icon. Hovering over the smaller track icon does not change the mouse pointer, but this is the hotspot from which you can click and drag to change the positions of your tracks.
IMHO this is a reportable software bug. I never knew that I could use the smaller track icon to move tracks and consequently would expand the tracks when re-organizing. This was obviously not optimal. Sounds like there are now at least 2 of us who couldn't find the hotspot on a maximally minimized track.
