Problem with installing 2016.03 Update

Hello
 
I am having a problem with installing the 2016.03 update onto my main studio PC which runs Windows 7 Service Pack 1. It fails with the error 'DLL/OCX : RegSvr32 returned error code 0x3. I have tried to run the update in administrator mode and also disabled my antivirus software but to no avail.
 
Interestingly, the same file installed without issue on a clean installation of Windows 10 on a brand new laptop.
 
I've tried both using the Command Center and downloading from the store but no luck. All suggestions as to how to proceed welcomed.
