Problem with track template

I'm using Sonar 8 Producer Edition (v. 8.3.1.372). I make a cwp file with some midi tracks and some dimension pro soft synths. When it plays, a volume reaches -6 db. Than I make thack template with that tracks and synths. When I insert this track template into another project, a volume reaches only -24 db (18 db less!). I moved volume control on every track, every synth, master volume, I checked velocity, expression, I saw into sysx (it is empty), I erased all events in event list, I restarted Sonar. I could not find lost 18 db. I noticed also, that other tracks in the project sound normal, only inserted from template lost volume. This bug works always and with any track template (with true piano plug-in also).
I need help. How to fix this bug?

    Try inserting a CC7 event into the MIDI tracks (via the Event View) to set the volume and then re-save the track template. 


    All else is in doubt, so this is the truth I cling to.
