Problems with BCF200 connecting to Sonar

I am using Sonar Producer 8.53, a Behringer BCF2000 as my control surface, and Windows 7 64-bit.
 
My question is whether the problem I'm seeing is a sonar issue, Behringer issue, or there is something else I need to do.
 
Basically I am observing that if I follow these steps, the BCF will control parameters in a Sonar project:
 
1.  turn on the BCF2000 with Sonar emulation mode (by holding down the 4th button in the top row of buttons while turning on the power).
2.  Open Sonar
3.  In Sonar, go into Options / Controllers and add the BCF2000 as a mackie device running on Behringer port 1 for input and output.
4.  Open a project, and the knobs, buttons, and faders of the BCF2000 will control Sonar parameters as expected.
 
Now, here is the rub and what I don't understand.  If I then close Sonar, turn off the BCF2000 and go through the same process as above, the BCF2000 will not control the parameters in a Sonar project.
 
I have found that in order to get the BCF2000 working again, I have to get into Sonar's Options / controller dialog again and delete the Mackie controller hooked to the BCF2000.  If I now re-add a new Mackie controller in this dialog for the BCF2000, then the BCF2000 will be able to control the parameters in a Sonar project again.
 
I don't think I should have to delete and add the BCF2000 Mackie controller within Sonar each time I re-open Sonar and/or cycle the power on the BCF2000. 
 
Question: Am I doing something wrong here or is this a bug with the BCF2000 Sonar emulation mode or a bug with Sonar itself?

    I've read that the BCF doesn't have win7 drivers.  there's supposed to be some user who has created win7 drivers for it and there are some people who have gotten it to work just as a standard windows' MIDI device in mackie control mode.

    I think the drivers for the BCF2000 are only necessary if Windows doesn't already have a MIDI driver installed.  In this case, I am connecting the BCF2000 via USB and it is acting as a control surface as long as I don't close sonar, power off the unit, and then try to use it again with Sonar.

    Note: I do start the BCF2000 in sonar emulation mode (by hitting the 4th button in the top row while turning on the power) prior to starting Sonar.

    Once you've set the emulation mode there's no need to do it again.

    If Sonar is recognising it as a MIDI device and you have it set up and working in your control surfaces it should work everytime, but you do need to turn the BCF on before starting Sonar.
