Of course, the Cakewalk Store offer will work non-Steam (and either would likely work with either with a bit of 'persuasion' (potential file location copies)).
The 19 packs are the Digital Sound Factory packs for Cakewalk Sound Center.
https://www.digitalsoundfactory.com/cakewalk_sound_center_productsAlso summarized by Pte Jack on Steam:
http://steamcommunity.com/sharedfiles/filedetails/?id=277324522 Sound Center is included with Sonar but is only 32bit (or via BitBridge in 64bit mode).
The packs are .prog, .sfz, .wav ala DimPro and Rapture so should be usable with those too(?).
There are a good array of chords, stabs, samples, etc (instruments) available for moderate transformation from the Sound Center controls (in the first instance).
General opinion is that the Steinway Grands Pack is worth having (nothing on TruePianos though if you have Producer). I have the Steinways and Guitar pack. The Guitars are OK - good for a blast on your Controller (in combination with Overloud TH2 amps).
I also have some Rapture packs and a Jupiter8 SoundFont pack from DSF which I'm happy with.
I am not familiar with the Cakewalk installer for this bundle but might have thought they'd be separate(?)
