A way I use the most is to click on any track to highlight it. Then Control A, that selects all tracks.
Under the Edit menu you can click Select By Time. Enter in a start and end time (even half measures) click OK.
Now you have all the tracks and the time range selected. Control Alt X is delete special. This allows you to decide if you want to move the markers or just delete the block of time.
You can also select the time range from the Control Bar's Selection module which is quite convenient. It's easy from that to type in your time ranges, or to select between markers, etc. I tend to use Select By Time quite often.
