RMS Mesure

Hello People,
 
How can I measure RMS values and also change them?

    3d party metering plugin such as IK multimedia metering suite, which is free.

    I open my files in Wave lab which has a global RMS average analyser. My goal is around -12 to -14 average RMS level.  You can add Wave Lab to the Sonar tools menu and open tracks that way but I only use this for masters.
