I don't have time to read back through your other threads so if you've already been told this excuse my repeat. It would have been the first advice given.
go here and download the new drivers for windows 7- 32 or 64bit, which ever you are using
http://tascam.com/product/us-144/downloads/ With out the correct drivers you will have the problems described. You also need to follow Norries advice and get rid of those spikes.
There is nothing wrong with the equipment you have, That is a good interface and plenty of people use it without a problem. You just need to set it up correctly and you'll be good to go. Your almost there don't give up :)
Plan of action
1. Uninstal drivers for Tascam
2. Carefully install the version needed for your OS- do not use anything but! Pay attention to the 32 bit or 64 bit fact.
3. Go to device manager and disable all internet, wireless card and battery management ( if a laptop)
4. Optimize computer by cleaning it up and defraging. For audio its best to have under 50% of drive used, it's good to have 2 drives but not required if the computer is not full of crap already.
5.Go to control panel /audio devices and make sure the Tascam is default devise and proper ins and outs are selected.
6.Go to the Tascam control panel and make sure the firmware/ driver version is what you installed. Check settings etc.
8.Open Sonar and go to audio options and check that ASIO is the mode and under audio drivers the Tascam shows as the in and out.
9. Under MIDI options select the Tascams MIDI in and out, do not check MS wavetable or on board sound card.
