This is an old thread, but I thought I'd post a solution. I recently got the Waves RenMaxx bundle and had the same issue.
Note: I haven't used the plugin but I did get it to install in a track without the ReWire error.
The info for this came from the Sonar X2 Help - I just noticed this thread is for non-"X" versions; hopefully it's of some use.
I assume the rewire DLL is registered, and I don't know when/where that happens for sure. In my case, I have a C:\Audio Software\VSTPlugins where I put all of my VST plugs. For Waves, I have a Waves folder under that folder (C:\Audio Software\VSTPlugins\Waves) where I've copied the 64 bit shell (that way I don't have the 32 bit versions registered and/or showing up in my list of plugs). I also copied the WavesReWireDevice_x64.dll to that folder from C:\Program Files (x86)\Waves\ReWire. I don't know if that's required but it's what I've done.
In the track view, open the browser and click on the PlugIns tab. I have a "Waves ReWire" object, which I dragged to the track pane, creating a new track as a Simple Instrument Track. Then I clicked on the "Audio FX" tab of the browser, navigate to the Waves Tune Lite xxx plug, and dragged it to the new track.
From there I guess you'd put your vocal or other clips on the track and be able to use the plugin.
