Does it matter that the Telco says the line tests fine and the results indicate the problem is in the house wiring?

I know, it's probably their standard response.
Yeah, that's their standard answer. I can't remember a single time when someone called them and they told them it was in the house, and it actually was in the house. That was between the years of 1989 and 2010.

ok Bapsi try this - 

Connect hub 3 to the laptop. Connect the land line to the Lovely Lady as she stands on one foot and hums a CHB song. Connect that wire to hub two. Connect hub two to the main computer. And the WEP thing. Run that line to the attic and connect it to hub 1. Shut on and off the circuit breaker. At this time its important that the Lovey Lady switch to humming a different CHB song. When she get half way through the song reboot the laptop into safe mode. Run over to the Lovley Lady and stomp your right foot 3 times and clap after beats. Then calmly walk over to your laptop and reboot out of safe mode and start up windows normally. 

I can't tell you how many times I have been through this and have gotton it to work!!

Pfft.

yeah, sorry.  I thought about that after I wrote it, but oh well.  what do dogs know about spelling anyway? 
 
BTW - I used to be an alarm technician (similar to Herb's job) and I agree completely with Bub on this.  the phone co. will almost always tell you it's your fault when you call them.  and 99% of the it's on their end.  I guess that's a "stall" tactic or sumpin.

Update: for the first time since this started I had an almost 10 minute outage. At about 6 minutes I called my ISP so they could test the line. They got an error that led them to a Verizon (my telco) circuit that has been reported as "bad" and is in process of being fixed.

Of course I want to believe this is the real problem and the circuit was "going bad" for three days now. If it is the problem, I hope that they get it fixed by 8:00 tomorrow morning so that we can run until 8:00 in the evening without one failure. Then I can cancel Friday's service call without any cost to me.

I see that all the time, esp when I was a BA tech and we would call in an alarm problem at a bank.. the response was"no trouble found" but the circuit always cleared ...

I was told by some ex Western Electric guys that the Telco cannot have over a threshold of trouble tickets, so the tech would fix the trouble but report no problem to his supervisor.. dunno

Anyway facilities problem... prob a  cable pair somewhere had rats chewing on them ....

Those reading seem to be indicative of not only what Bub says they should be, but a Google search also came up with the same numbers

If you arent aware already , the voltage is derived from huge banks of batteries located in the telephone central office that supply a negative 48 volts current limited however.

ring voltage was higher becuase the old mechanical bell type ringer required a higher voltage at the same current to operate it.

Also the higher voltage tended to be used as sealing current to overcome resistance from poor connections, splices, etc.

This voltage can bite you , just the 48 volts will shock, much less the higher ring voltage.

Old pay phones had like 125 volts DC  on the circuit .

that says your house wiring is good, what device is "off hook?" the fax?

Yeah, those voltages are common knowledge. I never actually worked for a phone company, but I was the fax specialist for the company I used to work for and had to have a good understanding of what was happening on the phone line side. It's fax 101 when you go to your first fax training school. There are equalizers and db level settings in service mode of fax machines to compensate for noise on phone lines which I always thought was cool. If you ever had to mess with that stuff though, the phone line was usually so bad it needed to be fixed.
