That's almost exactly what I get. There's nothing wrong. That's the performance of the Scarlett series in a nut shell. And this doesn't change much from computer to computer. I use my Scarlett with 3 different machines and the readings are the same. With 2 of mine I can't run that low. I normally am at 7ms which equals 27 ms RTL. The 2ms is a buffer setting, many get that confused with RTL. RTL is the sum of everything.
The Scarletts like many low end interfaces have hidden buffers and therefore RTL performance is not stellar. You want better performance you have to up the anti to over $500 and an RME or MOTU etc.
If your hearing this latency turn off input echo on audio tracks, monitor directly with the interface.
If you hearing midi delay then bypass your effects. Many effects are "look ahead" and cause delay. when overdubbing.
