SPALT 2016.09 SNAP Not Working?

I see snap in PRV does not work at all in smaller increments than 1/4 and when zoomed in. Is this confirmed and/or fixed in 10 , 11, or 12?

    Working fine here, even when zoomed in until it can't zoom any further. Confirmed in both PRV and Track View inline PRV because i wasn't sure which one you meant.
     
    Do you have Snap Intensity set all the way to the right (extreme) in Preferences? If so, can you give steps to reproduce what you're experiencing?
     
    I'm using 2016.12 with Windows 10. But this wasn't a problem in previous versions either.

    I never had to mess with the strength setting before Splat. I normally leave it default or centered but I just set it to full max and it's working more like it should now.

    Although, there's still an occasional issue of when drag stretching a note it won't quite reach the line making it (e.g.) 43 in length instead of the intended 45. I have to change it in Event Inspector to get it right or else turn off SNAP and hope I get it right.
