Screensets unavailable

All of a sudden my screen sets are greyed out and unusable.  They're still there and locked and unlock the way I left them but they don't respond.  This only effects my normal.cwt file.  Is this a "feature"?

    Are there zero tracks in that template? For whatever reason, Screensets require at least one track to be in a project before they can be used.
