Scroll Slider for other Windows

Sometime in the course of development, the Scroll Bar slider tool (not sure of the exact technical term..) was changed in track view and PRV:  great improvement, it makes scrolling by means of click and drag much easier, vertical or horizontal.   
 
Feature request:   do the same in Event List.   The scrolling there, especially Vertical, is still as spastic as ever.
