Set Measure/Bar to Now .... choose which bars it affects

Is it possible for me to say for example only alter the tempo of the previous measure when using the Set Measure/Bar to Now function instead of the tempo of the entire project?

I realize I can lock my clips so they play at the same timecode stamp but that is not what I want to achieve.
