For x64 plugin DLLs, I have them all under C:\Program Files\Cakewalk\VSTPlugins\Plugin Developper Name\Plugin DLL(s). This was done after the fact to do exactly what you are attempting to do..., consolidate in order to manage plugins more efficiently. When done, just rescan plugins with the help of the "Cakewalk Plugin Manager". Works like a charm.
For 32 bit plugins, the few I have are under C:\Program Files (x86)\Cakewalk\VSTPlugins\Plugin Developper Name\Plugin DLL(s).

Addition: The "Cakewalk Plugin Manager" searches sub-folders by default, so looking at the above scenario, there's only 2 paths to specify for a search, on top of the default "C:\Program Files\Shared Utilities\Internal" which should not be messed with.
