Signal Delay (Mic or Guitar) with Splat but not Reaper

The "Delayed single" you are describing is what's called: Latency.
Maybe you have your device set up in Reaper but not Sonar.
 
Have you gone to Preferences>Devices to make sure the Focusrite is showing inputs/outputs ?
Have you made sure the Scarlett Solo is set to use ASIO in Sonar ?
 
Every hardware device needs to be set in Sonar. This is done in preferences.

Thanks for your posts.  I have reviewed everything - not that i understand what many of the checkboxes or parms are for.  But, my ASIO parms seem to be ok.  I've done a lot of sets and resets and never got anywhere.  Then I finally rebooted and half my problems went away.
The immediate playback delay I'd been getting no longer occurs.  But I still have to slide tracks around after recording to get them to line up.  
 
I have noted many of the variables from Edit/Preferences/Audio in case something pops out as the problem.  If you happen to notice something that would be great.  But at least I can record without that latency distraction.

ASIO4ALL is never accurate in reporting real latency.
Use "Manual Offset" option (the second from last in your list) for positioning recorded material right. The value you can find precisely by making some tests, or simply put there the amount corresponding to the shift you do with the clip to position it right.
