Snap in staff view

Snap to function should operate in staff view so we could edit midi with notes much easier!

    Staff view is mainly for printing and labelling notes with lyrics. Piano roll is actually much nicer for editing tasks. At least in my opinion.

    This issue has been raised previously the snap in staff view is set by default to 1/32th.
     
    Historically it followed the global snap value but that could cause issues, it was then set to follow note length.  This again caused an issue where you could not follow a 1/8th note at say 1.01.000 by a 1/4 note at 1.01.480 because it would snap to 2.01.000, so the snap for the staff view has been set to 1/32th to enable placing any note length were required.  

    It would though be nice to have the same snap rules in the Staff view as in the PRV.
