Snap to Grid Question

Hi, new user here. (First post!) I have a question about the Snap to Grid and Piano Roll View. 
I would like to be able to be able to place a note anywhere in the PRV, but I seem to only be able to place one at the Now Time (the green arrow) or at the end of notes. The vertical dotted line in the PRV doesn't follow my mouse around based on the Snap settings, it just stays at the Now Time or at the end of already placed notes. I cannot seem to find a setting to change this. Can someone help me?
 
Also, I have another question. I think I heard about a feature that would automatically move recorded MIDI notes a certain percentage of the way towards the Snap settings, so it wouldn't sound quite so "machine-like." It would retain more of the natural "human" feel of the played notes, but still help out by placing notes closer to the Snap Grid settings. Is this an available feature, or did I just dream this up maybe?

    Look for Magnetic Test under Preferences > Customization > Snap To Grid
