Snap to Grid - am I missing something?

Snap to Grid - am I missing something?

This has bugged me for a long time (but it could be intermittent) and probably a Sonar 101-type question: When snap to grid is activated, how can I get the starting point when I hit PLAY to correspond exactly to one of the nice convenient vertical lines that I want to start at?  In other words, I have Snap to Grid set to 1/16 and as I mouse over a track in track view, the vertical line jumps to the corresponding 1/16 notes, but when I click to take my starting point to that section, its now never "right on the line".  Wassup with that?  
 
EDIT: it works fine in PRV, but not in track view.

    In Track View, do you have the snap to grid set to "to" or "by"?

    I do, and, coming back to the project, I realize that I was in "Edit" mode vs. "Select" and that the Snap to Grid function is dependent upon that.
