If i understand your question correctly, then you're on the right track (no pun intended)...in the preferences dialogue box you have shown above, choose three of your most commonly used movement 'increments', say, 1/16 notes, 1/8 notes, 1/4 notes, and pop them into the musical time Nudge fields (e.g. try Nudge 1 = musical time, 1/16th notes).
The X1 default shortcut keys are NumPad 1 for Nudge Value 1 (left) and NumPad 3 for Nudge Value 1 (right).
So if you select any clip in your project and hit NumPad 1, the clip will move one 1/16 note to the left. NumPad 3 will move the clip one 1/16 note to the right. You'll get the same result if you have the PRV in focus, and select a midi note or a group of midi notes; it (they) will move one 1/16 note to the left if you hit NumPad 1, and so on.
The Nudge 2 default shortcut keys are NumPad 4 and 6 (L & R), and the Nudge 3 shortcut keys are NumPad 7 and 9 (L & R).
If i'm not explaining this too badly, then you can see that if you choose the Nudge Values well, you can sling clips and notes around quickly and with total accuracy (i.e. use quarter notes and/or whole notes for larger movements).
I only noticed this now, looking at your screen shot, but if you set one of the Nudge Values to Follow Snap Settings, then the movement 'increment' will follow the snap value shown in the Toolbar Snap Module (just left of the transport buttons in the top screen shot). You can assign shortcut keys for these snap values which, in connection with the shortcut keys for the Nudge settings, will provide alot of flexibility in terms of selecting movment 'increments'. (E.G. i've got snap value shortcut keys assigned to Shift+Number keys, so that Shift+1 = whole notes, Shift+2 = half notes, Shift+3 = 32nd notes, Shift+4 = 1/4 notes, and so on...So if i have Nudge 3 set to Follow Snap Settings, and my snap value set to 1/2 notes, then hitting NumPad 9 will move a clip/midi note one 1/2 note to the right. Hitting Shift+4, then NumPad 7, will move it one 1/4 note to the left). HTH.
